Sir,
In reference to your letter of the 24th March
last, 5302/98, and War Office reply of the 31st idem Hong Kong 24/16, respecting the arrangements for the
execution of certain barrack services at Hong Kong, I am
directed by the Secretary of State for War to request
that you will be so good as to call Mr Chamberlain's
attention to the last paragraph of Treasury letter of
the 17th February 2272/98, a copy of which accompanied War Office letter of 8th March, Hong Kong 24/11, in which
their Lordships observe that the Colony should not be
unwilling to repay a full third of both sterling and
dollar expenditure, so as to save Imperial Funds from any
loss on the Colonial share through the rate of exchange.
2. It is noted that in the Colonial Office despatch
to the Colony No. 75 of24th March, it is stated that the Colony are to pay one-third of the actual total cost.
In order to ensure that no loss on account of

the variation of the rate of exchange shall fall upon Imperial funds, it appears to Lord Lansdowne to be desir- able that a distinct understanding should be arrived at
